configuration of jacl is not consistent with jauth configuration

Description

We don't configure jAcl and jAcl drivers in the same manner as jAuth and jAuth driver. To be easier, the configuration of jAcl and jAuth should be consistent.

What about jAcl as we now have jAcl2 ? Does this ticket apply to jAcl2 too ?
